Bicycle Regulations

Section 1 – Introduction
A. Samford University bicycle regulations are in effect on a 24 hour basis throughout the year, including all University holidays.
B. The regulations herein shall apply to all bicycles, roller skates, roller blades, skateboards, scooters and users thereof, coming upon, or parking on, property of Samford University .
Section 2 – Definitions
A. Bicycle – is a device upon which any person may ride, propelled by a chain or gears, and having one or more gears.
B. Roller blades/skates – any device consisting of a shoe with three or more small wheels attached to it, upon which a person may ride that is propelled by human power.
C. Scooter – any device consisting of a long footboard mounted on wheels less than fourteen inches in diameter, controlled by an upright steering handle attached to the front wheel, upon which a person may ride, that is propelled by both human and motorized power.
D. Skateboard – any device consisting of a footrest mounted on wheels less than fourteen inches in diameter, upon which a person may ride that is propelled by both human and motorized power.
E. Walkway – means a route utilized primarily for pedestrian travel.
F. Impoundment – means towing, storage, and/or booting of any vehicle.
G. Registration Decal – means Samford University issued decal supplied as evidence of vehicle, bicycle, and scooter registration.
Section 3 – Bicycle Registration
A. All bicycles and motorized scooters operated by faculty/staff, students or others on University property must be registered with the Department of Campus Safety.
B. There is no registration fee for bicycles or motorized scooters.
Section 4 – Regulations
A. Pedestrians have the right-of-way on all walkways. A bicyclist shall stay to the right when on a designated walkway.
B. Every person riding a bicycle or motorized scooter is required to obey the same traffic regulations as the driver of an automobile. This includes obeying all stop signs, yield signs, red lights, and other traffic signals specific to Samford University .
C. A light shall be installed when a bicycle or motorized scooter is used at night.
D. No person shall park, store or leave a bicycle or motorized scooter in such a manner as to cause said bicycle or motorized scooter to block or otherwise impede normal entrance to or exit from any building on campus, or in a manner that constitutes a safety hazard. The riding of bicycles and a motorized scooter inside any campus building is prohibited.
E. No bicycle or motorized scooter shall be parked, stored, or left in any lobby or hallway of any resident dorm. All bicycles and motorized scooters must be secured to bike racks and/or inside dorm rooms when not in operation.
F. The riding of skateboards is prohibited on all University property, which includes, but is not limited to, all campus walkways, roadways, patios and stairs.
G. The riding of bicycles, scooters, roller blades and roller skates is prohibited in all University buildings on campus.
H. Stunts and exhibition riding of roller blades and roller skates is prohibited on all University property.
Section 5 – Impoundment
Any Department of Campus Safety Officer, or other person authorized specifically by the Chief of Police may move, relocate or impound any bicycle and motorized scooter which:
A. Is blocking or otherwise impeding normal entrance to or exit from any building on University property.
B. Is blocking or otherwise impeding traffic in any street, highway, roadway or path.
C. Appears to be abandoned.
D. Has been reported as stolen to a law enforcement agency.
E. Is a safety hazard.
F. Is parked, stored, or left in any lobby, hallway, or room of any building unless said area is a private resident dorm.
Any Department of Campus Safety Officer authorized to so remove and impound a bicycle and motorized scooter in this manner, shall not be liable to the owner of the bicycle or motorized scooter for the cost of repair or replacement of such securing device. Parking in a fire lane, and/or parking in violation of these regulations that creates a safety hazard or emergency situation will immediately subject a bicycle and motorized scooter to immediate impoundment.
