Transportation services employees and public safety officers issue citations to parking and traffic violators.

Violations

$100 Fine

  • Parking on yellow curb
  • Parking in reserved space (non-appealable)
  • Parking in campus police reserved space (non-appealable)

  • Unsafe vehicle operation

Employees

Fines must be paid no later than the due date on your statement; fines may be paid in person at Samford One Stop or online via the statement link in Banner.

If a citation is not paid by the end of the semester in which it was issued, the university may pay the fine and service charge by payroll deduction. Failure to pay the fine when due is a violation of Samford University policy.

An employee who receives more than five parking citations in a given semester or who does not pay his or her fines, resulting in payroll deduction on more than three occasions is subject to having his or her car booted, towed, or having campus parking privileges suspended.

Students

Fine Payment

The person in whose name the vehicle is registered is responsible for all parking and traffic violations, regardless of the vehicle's operator. Student fines will be posted to the registrant’s account. A hold will be placed on the student’s account for all outstanding fines.

Parking permit and citation changes are posted to student accounts and included on monthly statements. Payments should be submitted by the due dates shown on the statements. Payment options include the following:

  1. Pay online via the financial portal.
  2. Pay in person, with a personal check, money order or cashier's check at the One Stop office in Ingalls Hall.

Excessive Parking Violations

A person receiving four parking and/or traffic citations within one academic term will receive a hold on his/her Banner account and will face disciplinary actions set by the Samford University honor council. The transportation services hold will remain on the account until the process has been completed and the fines and disciplinary action has been settled. Individuals who continue to receive citations after receiving a transportation services hold will be subject to losing their privilege to operate a vehicle on campus.

Sanctions related to excessive violations could include but are not limited to community service, restricted parking privileges, additional fines and disciplinary action.

Handicap Parking Zones

Handicap parking zones are reserved for visitors, employees or students who have a legitimate placard/license plate and are certified for accessible parking by the state of Alabama, or by the state in which the accessible needs individual resides. Individuals must bring their state-issued accessible documentation (including placard and receipt) to the transportation services office to obtain a university accessible permit.

It is unlawful for any person who does have a state-issued long term or temporary placard or disability license plate as provided in the Code of Alabama Section 32-6-233.1 to park any vehicle in an approved handicap space or zone. These areas are enforced 24 hours a day, seven days a week, 365 days a year. Citations will be issued. Vehicles will be booted and/or towed at the owner’s expense.

This violation is non-appealable and cannot be voided at any time.

Unauthorized Color Zones

All lots are restricted to their assigned color zone designation Monday through Friday 7 a.m.–4:30 p.m. Unauthorized color zone citations issued for parking outside your assigned color zone during these times are non-appealable.

Service Zones

Service Zones are restricted and designated for university facility maintenance and emergency vehicles only. These zones are enforced 24 hours a day, seven days a week, 365 days a year. Citations will be issued. These citations are non-appealable. Vehicles will be booted and/or towed at the owner’s expense.

Blocking Dumpsters

Parking in front of or blocking dumpsters is prohibited. These areas are enforced 24 hours a day, seven days a week, 365 days a year. Citations will be issued. These citations are non-appealable. Vehicles will be booted and/or towed at owner's expense.

Fire Lane: Safety Violation

The obstruction of a designated fire lane or zone by a parked vehicle or any other object is prohibited and shall constitute a traffic and fire hazard as defined by the city of Homewood, the state of Alabama and the Uniform Fire Code (Ord. No. 90-61, § 1 (D), 6-5-90). These areas are enforced 24 hours a day, seven days a week, 365 days a year. Citations will be issued. Vehicles will be booted and/or towed at the owner’s expense. This violation is non-appealable and cannot be voided at any time.

Modified Vehicles

Modified, non-standard size vehicles that prevent properly occupying a regular parking space are required to park in the lower Wright Center lot. Vehicles parked with the body, tires, winches and/or hitches or the length of the vehicle exceeding the designated parking space lines are subject to receiving a parking citation. Please contact transportation services if you have any questions regarding your vehicle.

Towing & Immobilization

Samford University is private property and reserves the right to have unauthorized vehicles, abandoned vehicles or vehicles operated in violation of Samford University rules and regulations towed from the campus property at the owner's expense.

Vehicles

Situations which may warrant towing of vehicles include, but are not limited to, the following:

  • Safety hazard
  • Obstructing traffic
  • Blocking a fire hydrant
  • Parking in a fire lane
  • Parking in handicapped spaces
  • Parking on yellow curbs
  • Parking in service zones
  • Blocking a dumpster
  • Abandoned vehicle
  • Parking in campus police reserve spaces

Vehicles in persistent violation of traffic regulations are subject to immobilization with a wheel lock and/or towing at owner's expense.

Bicycles & Scooters

Any transportation services or public safety employee may move, relocate or impound any bicycle and motorized scooter which:

  • Is blocking or otherwise impeding normal entrance to or exit from any building on university property
  • Is blocking or otherwise impeding traffic in any street, highway, roadway or path/sidewalk
  • Appears to be abandoned
  • Has been reported as stolen to a law enforcement agency
  • Is a safety hazard
  • Is parked, stored, or left in any lobby, hallway or room of any building
  • Is propped against light posts, rails, trees, bushes or any kind of university landscaping

Bicycles and scooters are to use the bike racks that are provided throughout the campus.
